HUMAN RESOURCE ADMINISTRATOR

 

Community Living Oakville is inviting applications for the position of Human Resource Administrator. Reporting to the Human Resource Manager and as part of the administration team, the Human Resource Administrator will provide support for the development, implementation and administration of human resources in accordance with Community Living Oakville’s Mission, Vision and Core Values.

RESPONSIBILITIES AND DUTIES:

 

Staffing and Recruitment: Ensure positions are filled in accordance with Policies, the Collective Agreement, Human Rights and all other relevant legislation and in support of core competency based hiring practices.

  1. Post positions internally and, in consultation with the HR Manager, advertise externally to attract qualified candidates.

  2. Screen resumes, create job files and forward to program manager.

  3. Respond to internal candidates and distribute Current Work Performance forms as required.

  4. Schedule and participate in interviews.

  5. With HR Manager and Service Area Manager revise interview questions to reflect current hiring needs.

  6. Complete employment references as required.

  7. Meet with employees to review interview and provide feedback as required.

  8. Prepare letters of employment including new hires, transfers, contracts and Change of Job Status Forms.

  9. Prepare and deliver new hire packages and ensure mandatory documentation is submitted.

  10. Coordinate and conduct orientation sessions for all new employees.

  11. Participate in job and career fairs as required.

  12. Liaise with the Regional Recruiter as required.

  13. With the HR Manager, update the Employee Orientation Manual as required.

 

Students and Volunteers: Coordinate students and volunteers placements.

  1. Liaise with Colleges and Universities on student placement opportunities.

  2. Communicate with managers and service areas on student and volunteer placement opportunities.

  3. Interview prospective students and volunteers and place according to service area needs.

  4. Complete orientation and training for students and volunteers as required.

  5. With the Service Area Manager, facilitate resolutions for issues arising from student and volunteer placements.

  6. Maintain employee and student files. Review as required to ensure compliance.

Health and Safety: Promote health and safety as a work place priority and represent the employer of the JHSC.

  1. Work in compliance with the OHSA.

  2. Complete Form 7 and other WSIB reports as required within established timelines.

  3. Maintain ongoing communication with WSIB, managers and employees to ensure early and safe return to work.

  4. Monitor and follow up on Return to Work and Modified Work Plans.

  5. Maintain WSIB files.

  6. Facilitate Risk Assessments as required.

  7. Member of the JHSC for the employer.

 

Administration Support: Provide support to ensure all HR records, reports and administrative functions are satisfactorily maintained.

  1. Submit new employee information to Service Canada.

  2. File and maintain employee personnel and benefit files. Review as required to ensure compliance.

  3. Prepare disability forms and communicate with benefits provider as required.

  4. Provide data entry for HRIS programs and create reports as required.

  5. Prepare hiring, internal movement and training reports monthly for the HR Manager and Executive Director.

  6. Maintain and distribute the Seniority List.

  7. Update scheduling and position information in Com Vida and complete required documentation for HR Manager and finance.

  8. Prepare and distribute monthly union reports.

  9. Maintain HR manuals as required.

  10. Produce power point presentations, newsletters, correspondence and other computer output as required.

 

Training and Development: Support the training of all CLO employees, volunteers and students.

  1. Maintain training records for all employees and volunteers and enter all completed training in Com Vida.

  2. Coordinate and schedule mandatory training for all employees.

  3. Prepare and distribute a training calendar.

  4. Develop training materials as required.

  5. Deliver training as required.

  6. Complete all training and manual reviews as required. (Safe Management, First Aid, WHMIS, QAM, etc.)

  3. Maintain a high degree of professionalism at all times and ensure complete     confidentiality regarding the affairs and business of Community Living Oakville.

 

Other Related Duties as Required

  1. Provide support to all staff when the HR Manager is absent.

  2. Communicate with employees and provide assistance and direction as required.

QUALIFICATIONS:

Completed post secondary diploma in a related discipline i.e. Human Resource Management

CHRP Designation

Experience in Developmental Services an asset

Minimum 3 years related experience in a unionized environment preferred

Proficient keyboarding and computer skills (MS Office, Word, Excel, Power Point)

Experience with HRIS (Com Vida)

Knowledge of WSIA, OHSA, ESA, AODA, Human Rights

Hold and maintain a valid Ontario Driver’s License

Vulnerable Persons Criminal Reference check required

WORKING CONDITIONS:

Must possess the ability to work in an office setting and use standard office equipment. Work includes regular interruptions to receive calls and respond to demands. Regular contact with individuals receiving support, staff, students and volunteers.  Given the requirements of the position may be required to work flexible hours including occasional evening and weekend hours.
